Partner clean slot restrictions

Hold 8:00 AM and 12:30 PM clean slots for seal combos. Partners see only 10:00 AM and 3:00 PM unless slots release.

Unrestricted slots release to partners when no seal is booked within the release window. Set to 0 to never restrict.
